The Arizona Septic System Guide
Everything a Maricopa or Pinal County homeowner needs before dealing with a septic system: what the state requires when the property changes hands, who is actually qualified to inspect it, what your ground does to the price, and which county desk handles the permit. We cite primary sources and date anything that moves.
Start here: the rule that brings most people to this page
Arizona requires a septic inspection when a property served by an on-site wastewater treatment facility changes hands. The rule is A.A.C. R18-9-A316, and it is unusual in three ways that matter to you.
It is statewide, so it does not depend on your county, your lender or your buyer. It is privately procured, meaning you hire the inspector rather than waiting on a government one. And it has a hard clock: the inspection has to happen within six months before the date of transfer, so an inspection done a year ago does not carry.
What the rule actually says, subsection by subsection
- (B) The seller retains the inspector. Within six months before the date of transfer, the person transferring the property retains an inspector who meets three requirements at once: working knowledge of the facility type and the inspection process, a certificate of training from a course ADEQ recognizes, and a licence in one of a listed set of categories.
- (C) The inspection has a defined scope, and it usually includes a pump-out. The inspector completes a signed Report of Inspection on an ADEQ-approved form. It addresses the physical and operational condition of the system, describes observed deficiencies and repairs completed, states the inspection date, and records that each tank was pumped or serviced to remove accumulations to the maximum extent possible. Pumping can be skipped only for one of three stated reasons: the system was authorized and put into service within the previous 12 months, the manufacturer's written maintenance instructions said it was not necessary, or there was no accumulation present.
- (D) The seller hands over a package, not just a report. Before transfer, the seller provides the buyer the completed Report of Inspection and the documents in the seller's possession relating to permitting, operation and maintenance of the system. Dig those out early. They are often the only record of what is actually buried out there.
- (E) The buyer files within 15 days, and where depends on the build date. The buyer completes a Notice of Transfer on an ADEQ-approved form and sends it with an ADEQ fee set in 18 A.A.C. 14 and adjusted annually within 15 calendar days after the transfer.
- (F) New systems never put into service are exempt from the inspection. If ADEQ issued a Discharge Authorization but the system was not put into service before the transfer, no inspection is required. The Notice of Transfer is still filed.

The filing fork most people get wrong
Subsection E does not send everyone to the same place. A facility whose construction was completed before January 1, 2001 files with ADEQ. One constructed on or after January 1, 2001 files with the health or environmental agency the Director delegated, which here means Maricopa County Environmental Services or Pinal County.
Two houses on the same street can therefore file in two different places, decided by when the system was put in rather than by where it sits. This is worth checking before the 15-day clock starts, and it is a good reason to find the permitting documents from subsection D early.
Who is qualified to inspect, and why the answer is genuinely confusing
This is the question with the worst information available anywhere online, and the reason is structural rather than anyone's fault: the rule's list of contractor licence codes has not been amended since November 12, 2005, and the Arizona Registrar of Contractors has renumbered its classifications since.
The categories themselves are clear enough. The rule accepts an Arizona-registered engineer, an Arizona-registered sanitarian, the holder of a human excreta collection and transport vehicle licence or their employee, a certified wastewater treatment plant operator, a contractor holding one of several named Registrar classifications, or a person qualifying under another category ADEQ designates.
It is that fifth route where the rule and the current Registrar schedule stop lining up, and that last route which resolves it. We set the two lists side by side, code by code, in who can inspect a septic system in Arizona. The short version: do not try to check an inspector's credential by matching it against the codes printed in the rule, because some of those codes no longer exist and one of them has moved category. Ask ADEQ or your county instead.

What your ground does to the price
Once compliance is out of the way, the rest of an Arizona septic project is decided by soil. A conventional system is a tank plus a disposal field that relies on the ground to absorb and finish treating effluent. Where the ground cannot do that, the property needs an alternative or engineered system, which adds treatment before the effluent reaches the soil.
That is not an upgrade you can decline. It is a different design, reviewed differently by the county, and it is the single largest swing in any quote here.
Will your lot take a conventional system?
Four questions decide it, and they get asked in this order. Answer yes to the flag on any one of them and the property is heading toward an alternative or engineered design, which is a different build at a different price. This is the largest single variable in an Arizona septic quote, which is why it comes before the numbers rather than after.

How fast does the soil absorb water?
This is the percolation question, and it is the first one asked because it disqualifies the most lots. A conventional system relies on soil that will take treated effluent at a workable rate and keep treating it on the way down. Absorb too slowly and effluent surfaces. Absorb too fast, as coarse sand and gravel can, and it reaches groundwater before the soil has finished treating it. Both ends of that range point away from a conventional design.

How deep is bedrock or caliche?
A disposal field needs a workable depth of usable soil beneath it. Caliche, the cemented hardpan common across the Sonoran Desert, behaves like rock: water hits it and moves sideways rather than down. Where caliche or bedrock sits close to the surface there may not be enough soil column to treat effluent, however well the top layer percolates.

How high does groundwater come?
The separation between the bottom of the disposal field and the seasonal high water table is what gives the soil room to do its work. Compress that distance and treatment is incomplete when the effluent arrives at groundwater. Properties near washes, in low-lying ground, or in areas with a shallow aquifer are the usual candidates.

How steep is the ground?
Slope affects how effluent moves once it leaves the distribution pipe and whether it stays in the field at all. Steep ground can push effluent laterally toward a downhill surface outbreak, and it also constrains where a field can physically go on the lot.

None of this is a determination. It is what a designer looks at, in the order they look at it, so you can arrive at the conversation knowing what the questions are. The answer for your property comes from a site and soil evaluation, and the county reviews the design that follows from it.
Caliche deserves its own mention because it is so common across the Sonoran Desert and so often missed by people who have owned property elsewhere. It is a cemented hardpan layer that behaves like rock: water reaching it moves sideways rather than down. Advice written for one county is not reliable for the other, and a contractor who works mostly on one side of the line will tell you so.

It is not decided by county. Under A.A.C. R18-9-A316(E), a facility whose construction was completed before January 1, 2001 files with ADEQ, and one constructed on or after January 1, 2001 files with the health or environmental agency the Director delegated, which here means Maricopa County Environmental Services or Pinal County. The naming trap is worth repeating because it catches locals as well as newcomers: the city of Maricopa is in Pinal County. If that is your address, Pinal County permits your system, not Maricopa County. Side-by-side comparison in the county permit guide.
What it costs, and why we are careful about numbers
Septic pricing has no primary source. There is no published schedule the way there is for a permit fee, so every dollar figure on every website, including ours, is somebody's observation of a market. We would rather tell you what moves the number than pretend to a precision nobody has.
What moves it, in rough order of size:
- Conventional or engineered. The largest single factor, decided by the soil evaluation rather than by you.
- Whether the tank is being replaced or just the field. A sound tank with a failed disposal field is a smaller job than a full system replacement.
- Access and excavation. Caliche is slow and hard to dig, and equipment access on a constrained lot costs time.
- System size. Driven by bedroom count rather than by household size, because the design has to serve the house rather than the current occupants.
- Permit and design work. An engineered design carries a designer's fee that a conventional one does not.
The cost guide puts ranges around those, labelled for what they are. Get at least two quotes and use any published range only to sanity check them.
An owner's decision checklist
- Is the property on septic at all, or is a sewer connection available? That changes everything downstream.
- If you are selling, when is the transfer date, and does the six-month window mean you should be booking now?
- Can you find the permitting and maintenance documents subsection D requires you to hand over?
- Do you know roughly when the system was installed, so you know which agency receives the Notice of Transfer?
- Has anyone ever run a perc test or soil evaluation on the lot, and can you get the result?
- Which county governs your address, and have you checked it rather than assumed it?
- Have you verified the contractor's licence at roc.az.gov rather than on their own materials?
- Do you have two written quotes that state whether the design is conventional or engineered?

- Is a septic inspection required by law before selling a house in Arizona?
- Yes, where the property is served by an on-site wastewater treatment facility. A.A.C. R18-9-A316(B) requires the person transferring the property to retain a qualified inspector within six months before the date of transfer. It is statewide and it does not depend on the buyer's lender or the county. The one exception is in subsection F: if ADEQ authorized a system but it was never put into service before the transfer, no inspection is required, though the Notice of Transfer is still filed.
- Who pays for the transfer inspection, the buyer or the seller?
- The rule assigns the obligation to retain the inspector to the person transferring the property, which is the seller, and the obligation to file the Notice of Transfer to the person the property is transferred to, which is the buyer. Who ultimately bears the cost is a matter for your purchase contract, which is a separate question from who the rule places each duty on.
- Does the transfer inspection include pumping the tank?
- Usually yes. Under subsection C the Report of Inspection has to record that each tank was pumped or serviced to remove accumulations to the maximum extent possible, or state which of three specific exceptions applied: the system was authorized and put into service within the 12 months before the inspection, the manufacturer's written operation and maintenance instructions said pumping was not necessary, or no accumulation of floating or settled waste was present. - It depends on when the system was built, not on where it is. - Why is my septic quote so much higher than my neighbour's?
- Almost always the ground. A conventional system needs soil that will absorb and treat effluent at a workable rate with enough depth beneath it. Poor percolation, caliche or bedrock near the surface, a high water table or meaningful slope push a property onto an alternative or engineered system, which is a different build. Two lots a short distance apart can fall on opposite sides of that line.
- How do I check that a septic contractor is licensed in Arizona?
- Look the licence up directly with the Arizona Registrar of Contractors at roc.az.gov rather than taking a number from a business card, a truck or a website. Arizona does license this work, which is not true of every trade in every state, so the check is worth making and it is quick.
